The Turkey Technology Team Foundation (T3 Foundation) and Huawei Turkey have signed a strategic memorandum of understanding aimed at cultivating qualified human capital in artificial intelligence, providing students and young professionals with advanced technology education, modern resources, and international development opportunities.
ŞANLIURFA, Turkey — In a major move to bolster domestic capabilities in next-generation computing, the Turkey Technology Team Foundation (T3 Foundation) and telecommunications and technology enterprise Huawei Turkey have entered into a strategic cooperation agreement focused on training and empowering human capital in the field of artificial intelligence.
The memorandum of understanding was formally signed on October 3 during the TEKNOFEST Southeast event staged in the historic southeastern province of Şanlıurfa. The partnership brings together one of Turkey’s preeminent technology promotion non-governmental organizations and an international technology corporation to build structured pathways for students and rising industry professionals across the nation.
Under the framework established by the agreement, the two entities plan to design and roll out joint initiatives that enhance technical proficiencies, open access to cutting-edge curricula, and connect participants with international exposure. Crucially, the collaborative agenda is intended to directly support the targets outlined in Turkey’s National Artificial Intelligence Strategy Action Plan, reinforcing broader state efforts to position the country as an active producer rather than merely a consumer of emerging technologies.
Advancing Human Capital and Strategic Capabilities
Addressing the significance of the partnership at the signing ceremony, Dr. Elvan Kuzucu Hıdır, Chairperson of the Board of the T3 Foundation, emphasized that the transformative impact of artificial intelligence is fundamentally bound to the caliber of the people who direct and build it.

"Artificial intelligence carries the potential not only to serve as one of the most critical technologies shaping our future, but also to generate solutions to the challenges confronting humanity and create entirely new opportunities," Dr. Kuzucu Hıdır stated during the event. "Realizing this potential is possible only through the cultivation of a qualified workforce that understands technology, develops it, and transforms it for the benefit of humanity."
Dr. Kuzucu Hıdır noted that the collaboration aligns closely with the foundational ethos of the T3 Foundation, an organization known for spearheading national technology education drives and popularizing applied engineering through competitive challenges.
"As the T3 Foundation, our primary priority is ensuring that our youth have access to the resources and environments they require across their developmental journeys—from envisioning concepts to bringing them into production, and from learning fundamental principles to engineering advanced systems," she remarked. "We view this strategic cooperation with Huawei as an essential step that will contribute meaningfully to enabling our youth to advance their knowledge and competencies, gain authentic global-scale experience, and mature into influential voices in the international artificial intelligence arena."
Bolstering the Domestic Digital Talent Ecosystem
Tonny Bao, Chief Executive Officer of Huawei Turkey, underscored the long-term character of the engagement, characterizing the memorandum as an extension of the company’s continuous investments in building digital capacity within Turkey.

"We take immense pride in partnering with the T3 Foundation to support the development of qualified human resources in artificial intelligence across Turkey," Bao said following the formalization of the accord. "This memorandum serves as a clear indicator of Huawei’s enduring commitment to supporting the local digital talent ecosystem."
Bao outlined the practical objectives of the joint undertaking, pointing out that sustainable capacity building demands that learners be connected directly with industrial-grade tools, modern research environments, and global learning channels.
"By bringing advanced technologies, comprehensive educational resources, and international developmental pathways directly to Turkish students and young professionals, we aim to support them in acquiring the critical skill sets and practical proficiencies demanded by the artificial intelligence era," Bao added.
Aligning with National Artificial Intelligence Objectives
The cooperation formalized in Şanlıurfa arrives at a time when national governments worldwide are racing to align educational pipelines with rapidly evolving technological requirements. In Turkey, official policy frameworks—most visibly articulated in the National Artificial Intelligence Strategy Action Plan—have stressed the imperative of scaling up technical competencies among youth to ensure long-term industrial competitiveness and technological sovereignty.

Through the planned joint projects, the T3 Foundation and Huawei Turkey intend to directly address these national benchmarks. By lowering barriers to high-level technical training, the programs seek to bridge the transition between formal academic coursework and applied industry engineering. Young professionals and students participating in the initiative will be granted access to updated instructional curricula, current knowledge assets, and mentorship avenues structured to mirror contemporary practices in the global artificial intelligence sector.
A central ambition of the partnership is to guide participants beyond standard digital literacy and technological literacy toward genuine system architecture and engineering. Rather than simply training individuals to operate software and tools created elsewhere, the initiative is intentionally geared toward nurturing engineers, researchers, and innovators who possess the conceptual depth to devise proprietary models, build localized technological solutions, and introduce innovations that address pressing domestic and international challenges.
The signing of the agreement within the framework of TEKNOFEST Southeast in Şanlıurfa further highlights an ongoing push to decentralize access to technology education across the country. By hosting such milestone agreements and technical showcases outside traditional industrial hubs, organizers continue to expand the geographic reach of Turkey’s digital transformation agenda, encouraging talented youths from every province to actively participate in the national technology movement.
As the joint projects move into their implementation phases, the collaboration between the T3 Foundation and Huawei Turkey is anticipated to serve as an operational conduit linking Turkish talent with the broader international technology ecosystem, equipping a new generation of creators to participate actively and competitively in shaping the future of artificial intelligence.
