Ukrainian Foreign Minister Andrii Sybiha has announced that his country is officially calling for an emergency meeting of the United Nations Security Council (UNSC) in the wake of a devastating new wave of Russian airstrikes that have resulted in the deaths of at least 78 civilians over the past few days.

The sharp escalation in aerial bombardments across multiple Ukrainian population centers has prompted strong international condemnation from Kyiv, which is urging the global community to take concrete and decisive action against Moscow’s ongoing military campaign.

In a public statement shared via his official social media accounts, Foreign Minister Sybiha detailed the grim human toll of the recent attacks, emphasizing that Ukraine is currently enduring a renewed and intensified onslaught from Russian forces.

"Ukraine has demanded the convocation of the UN Security Council in response to Russia’s new wave of terror," Sybiha stated, highlighting the systematic nature of the targeting that has left cities and towns reeling from unprecedented destruction.

According to the Ukrainian Foreign Ministry, the recent surge in violence includes specific, high-casualty strikes against heavily populated civilian areas far removed active frontlines. Sybiha pointed specifically to a destructive Russian attack on the city of Priluki on October 7, followed closely by a brutal assault in Kramatorsk, where two passenger buses carrying civilians were directly targeted. In addition to these incidents, the capital city of Kiev has also faced persistent aerial attacks, stretching emergency services and air defense systems to their absolute limits.

The cumulative impact of these recent bombardments has been catastrophic for the civilian population. Sybiha confirmed that over the course of these intensified strikes, 78 individuals have tragically lost their lives, while another 215 people have sustained varying degrees of injuries, many of them critical. Hospitals and local emergency responders have been working around the clock to treat the wounded, even as air raid sirens continue to disrupt rescue and recovery operations across the country.

Laying the blame squarely at the highest levels of the Russian government, Sybiha launched a scathing critique of Russian leadership. He asserted that the renewed focus on civilian infrastructure and populated areas is a direct consequence of Moscow’s failure to achieve any meaningful strategic or tactical breakthroughs on the battlefield.

"Failing to achieve any results on the battlefield, war criminal Putin is intensifying terror against Ukraine’s civilian population," Sybiha remarked, framing the airstrikes not as military necessities, but as acts of desperation designed to break the morale of the Ukrainian people.

The Ukrainian foreign chief also directed harsh criticism toward the international diplomatic architecture, specifically targeting Russia’s diplomatic presence at the United Nations. Sybiha argued that the Russian Permanent Mission to the UN operates outside the bounds of international law, questioning its legitimacy in light of the ongoing conflict and widespread violations of international humanitarian norms.

In light of these developments, Kyiv is pressing global partners to uphold the foundational principles of the United Nations Charter and demonstrate resolute leadership. Sybiha stressed that the international community must not remain passive observers to the ongoing bloodshed, but must instead formulate a robust, unified, and practical response to hold Moscow accountable for its actions.

The urgent call for international intervention comes at a critical juncture for Ukraine’s diplomatic and military efforts, as Kyiv simultaneously navigates complex geopolitical dynamics, including ongoing consultations with international partners regarding regional security and future diplomatic engagements. As the UN Security Council considers Kyiv’s request for an emergency session, the humanitarian situation on the ground in Ukraine continues to deteriorate, reinforcing the urgent need for enhanced air defense capabilities and renewed international pressure to protect civilian lives.
