ANKARA — In a major step toward restructuring athletic education in Turkey, the Ministry of National Education has announced a new initiative to establish specialized middle schools integrated directly within the country’s elite sports high schools. The program aims to identify and nurture young athletic talent at an earlier age by bridging the gap between primary education, academic development, and professional sports training.

The announcement was made by National Education Minister Yusuf Tekin during an official visit to the Ankara TVF (Turkish Volleyball Federation) Sports High School on September 30, 2026. Accompanied by TVF President Mehmet Akif Üstündağ, Minister Tekin revealed that work is officially underway to open a new middle school within the campus of the Ankara TVF Sports High School. This new institution will operate in complete physical and educational integration with the existing high school, creating a continuous pathway for young athletes.

During the visit, Minister Tekin and President Üstündağ observed the student-athletes’ training sessions and met with members of the school’s volleyball team, who recently won the 2026 World Inter-School Volleyball Championship. Congratulating the players, coaching staff, and federation leadership, Tekin emphasized that long-term athletic success requires a balanced approach where academic studies and physical development go hand-in-hand.

A New Chapter in Sports Education: Integrated Middle Schools

The decision to establish a middle school adjacent to and integrated with the Ankara TVF Sports High School represents a strategic shift in how Turkey approaches athletic development. By physically locating the middle school within the same complex as the high school, the Ministry of National Education aims to create a seamless transition for young athletes during a critical stage of their physical and cognitive growth.

Minister Tekin explained that the primary objective of this integration is to discover children’s sporting potential at a much younger age than is currently possible under the standard high school system. By bringing middle school-aged children into a dedicated sports environment, trainers and educators can work together to cultivate their skills before they reach high school.

This model is designed to resolve a long-standing challenge in youth sports: the tension between rigorous athletic training and formal academic requirements. Under the integrated model, the daily schedules, nutrition plans, and academic curricula of the middle school students will be designed in tandem with their athletic training schedules. This ensures that young prospects do not have to compromise their academic progress in pursuit of elite sports careers.

Legislative Reforms and Early Talent Discovery

The expansion of specialized education to the middle school level has been made possible through a series of comprehensive regulatory and legislative reforms enacted by the Ministry of National Education. Previously, highly specialized public education in fields like sports and the arts was largely restricted to the high school level, meaning students could only enter these tracks around the age of 14.

"We have implemented the necessary legislative changes that will allow us to admit students to these specialized schools starting from the middle school level," Minister Tekin stated. He emphasized that these policy changes are crucial for aligning Turkey’s youth development programs with international standards, where elite athletes are often identified and systematically trained from early childhood.

The minister noted that this integrated model is part of a broader educational reform strategy that extends beyond athletics. He highlighted that a similar multi-tiered educational structure has already been successfully established in Ankara for music education, encompassing an integrated system of music-focused elementary, middle, and high schools. Furthermore, the ministry has begun implementing a similar approach in the vocational and technical sectors by opening specialized vocational middle schools.

Under the "project school" model (proje okul modeli), the Ministry of National Education is empowered to co-author educational curricula with relevant national federations, professional bodies, and institutions. This cooperative framework allows active professionals and sector experts to directly participate in the educational and training processes, ensuring that the instruction students receive is aligned with contemporary professional standards.

Thematic High Schools: A Tailored Regional Approach

During his address, Minister Tekin provided an overview of Turkey’s specialized athletic education landscape. The country currently operates thematic sports high schools across eight distinct athletic disciplines:

  • Football
  • Volleyball
  • Basketball
  • Athletics
  • Weightlifting
  • Wrestling
  • Swimming
  • Cycling

While the ministry plans to expand the reach of these thematic sports schools, Tekin clarified that the government will avoid a uniform, one-size-fits-all expansion strategy. Rather than establishing identical thematic schools in every province, the ministry will take a highly localized approach that considers the specific infrastructure, geographic advantages, and historical strengths of each region.

Future thematic sports schools will be planned in close coordination with national sports federations. The decisions regarding which sports branch to establish in a given province will depend heavily on the existing facilities in that area and the regional demand.

As a prime example of this regional specialization strategy, Minister Tekin pointed to a newly constructed school in Erzurum. The ministry plans to evaluate and designate this facility specifically as a "winter sports high school." By doing so, the government aims to utilize Erzurum’s existing, world-class winter sports infrastructure and natural climate more effectively, establishing a dedicated hub for training the next generation of winter sports athletes.

The TVF Model: A Proven Blueprint for International Success

The success of the Ankara TVF Sports High School serves as the primary inspiration and blueprint for the new integrated middle school initiative. The partnership between the Ministry of National Education and the Turkish Volleyball Federation has already yielded extraordinary results on the international stage.

Speaking on the school’s achievements, TVF President Mehmet Akif Üstündağ revealed that the Ankara TVF Sports High School team has maintained an exceptional track record in global competitions. Over the course of the last three world championship tournaments, the school team has secured two world championship titles (first-place finishes) and one third-place finish.

Üstündağ emphasized that these sustained international victories are not coincidental but are the direct result of the unique, collaborative educational model established between the school and the federation. By combining the federation’s technical expertise, elite coaching staff, and sports science infrastructure with the academic framework provided by the Ministry of National Education, the institution has created a highly effective ecosystem for youth development.

The addition of an integrated middle school to the Ankara TVF Sports High School campus is expected to strengthen this pipeline further. By introducing promising young players to this proven system at an earlier age, the federation and the ministry aim to secure the long-term future of Turkish volleyball and establish a sustainable model that can be replicated across other athletic disciplines nationwide.
